New TSC member: Robert Dale

On behalf of the JanusGraph Technical Steering Committee (TSC), I'd like to welcome Robert Dale as a TSC member on the project. The TSC members ultimately guide the future direction of the project.

Robert continues to be one of the most active members in the community: fielding questions on the mailing list, triaging/reproducing issues, submitting/reviewing pull requests, and also advancing discussions on project procedures.

Congratulations to Robert and we're looking forward to building up the JanusGraph community with you!
