missing tensorflow-c-dev for ubuntu22.04.1

I am building nnstreamer on Ubuntu 22.04 and have been successful, but had to install the tensorflow libraries manually (from https://storage.googleapis.com/tensorflow/libtensorflow/libtensorflow-gpu-linux-x86_64-2.10.0.tar.gz) the nnstreamer repo does not provide a tensorflow-c-dev package for 22.04 - it does for 20.04. This led to a unit test SEGV in my environment while initializing the tensorflow lib; so I suspect a version mismatch. Would you be able to provide the correct tensorflow-c-dev package for 22.04 too?
